Why does an organization need a labor safety office?
Organizing the work of the occupational safety office is an important component of the occupational safety management system in any organization.
In accordance with Article 212 of the Labor Code of the Russian Federation, the employer is obliged to ensure:
- safety of workers during the operation of buildings, structures, equipment, implementation of technological processes, as well as tools, raw materials and materials used in production;
- creation and operation of a labor protection management system;
- training in safe methods and techniques for performing work and providing first aid to victims at work, conducting labor safety briefings, on-the-job training and testing knowledge of labor safety requirements;
- informing workers about labor conditions and safety in the workplace, about the risk of damage to health, the guarantees provided to them, the compensation they are entitled to and personal protective equipment;
- familiarization of workers with labor protection requirements;
- the presence of a set of regulatory legal acts containing labor protection requirements in accordance with the specifics of their activities and others.
For the high-quality performance of labor protection duties and in order to ensure labor protection requirements, disseminate legal knowledge, carry out preventive work to prevent industrial injuries and occupational diseases, to conduct effective training and instructing workers in safe techniques and work methods, it is advisable to create a labor protection office in the organization .
A labor protection office, in my opinion, is necessary in any organization where the position of labor protection specialist is introduced (for example, in a preschool educational organization), and not only in large organizations, as recommended by paragraph 15 of the Resolution of the Ministry of Labor of the Russian Federation dated January 17, 2001 N 7 “On approval Recommendations for organizing the work of the occupational safety office and the occupational safety corner” “the room for placing the occupational safety office ... its area is recommended to be determined based on the number of employees in the organization: up to 1000 people - 24 sq. m, over 1000 people - add 6 sq. m for every additional thousand people. An assessment of the required area for an occupational safety cabinet can be made based on calculating the need for occupational safety training for the calendar year.”
The decision to create a labor protection office in an organization is made by its head.
In cases where work takes place in temporary areas, for example, when working on a rotational basis, mobile labor protection rooms can be used. A mobile office can be in the form of a specially equipped minibus or trailer.
Basic standards
Each manager decides for himself how to organize a labor safety office, but the legislation of the Russian Federation offers an approximate scheme that is the most convenient and effective. The requirements are formalized in the form of recommendations, and disciplinary liability does not apply for unauthorized changes to some provisions.
Options
Occupational safety rooms can be represented by one or more rooms, each of which is intended for conducting classes and testing knowledge. The requirements for the size of the room are:
- the minimum square footage of the premises should not be less than 24 m2 when the enterprise employs less than 1000 workers;
- It is recommended to create a large occupational safety office with a larger staff, where 6 additional squares are allocated for every thousand workers.
The size of the rooms may be different: if the enterprise has organized work units that have different specializations and dissimilar production conditions, it is possible that classes for each group of workers will be held separately. Then you shouldn’t create a larger room.
What regulatory documents are we guided by when creating it?
When creating an occupational safety office, you can be guided by Resolution of the Ministry of Labor of the Russian Federation dated January 17, 2001 N 7 “On approval of Recommendations for organizing the work of the occupational safety office and the occupational safety corner” (hereinafter referred to as Recommendations for organizing the work of the occupational safety office).
Certain sectors of the economy have their own recommendations for creating occupational safety offices that can be followed. For example: “Standard regulations on the labor protection office in electric power industry organizations. RD 153-34.0-03.107-2001" (approved by RAO UES of Russia on September 27, 2001) or "Regulations on the labor protection office at federal railway transport enterprises" (approved by the Ministry of Railways of the Russian Federation on January 17, 2001 N TsBT-806), which has lost force in connection with the publication of Order of the Ministry of Transport of Russia dated December 15, 2016 N 380.
Based on the Recommendations for organizing the work of the labor protection office, the organization develops Regulations on the labor protection office.
Exploitation
Occupational safety in the office can be carried out in several important areas:
- familiarizing the workforce with the possibilities of personal legal protection in matters related to safety at work;
- bringing to public attention changes in current legislation regarding the requirement to comply with labor discipline;
- The responsible employee assists employees when questions arise related to compliance with safety regulations.
An approximate list of events that can be organized for those working in production:
- familiarization with theoretical foundations;
- conducting briefings before permission to work;
- testing knowledge and skills;
- analytical activity of issues related to labor protection.
1. General Provisions
1.1. The regulations on the labor safety office were developed on the basis of Resolution of the Ministry of Labor of the Russian Federation dated January 17, 2001 N 7 “On approval of Recommendations for organizing the work of the labor safety office and the labor safety corner.”
1.2. The labor safety office is created to ensure labor safety requirements, disseminate legal knowledge in the field of labor protection, carry out preventive work to prevent industrial injuries and occupational diseases, effectively train and instruct workers in safe techniques and work methods.
1.3. The decision to create an occupational safety office is made by the head of the organization and he is responsible for the availability of an occupational safety office.
1.4. The content of the work of the labor protection office, the distribution of responsibilities for ensuring its activities between the services and specialists of the organization (with this reflected in the relevant regulations and job descriptions) are approved by the head of the organization.
1.5. The trade union committee of the organization provides assistance in developing the design and content of the labor protection office (if there is a trade union organization).
2. The main activities of the labor protection office
2.1. The work of the labor protection office is carried out in the following main areas:
- providing methodological, consulting and practical assistance to employees of the organization in resolving labor safety issues;
- creation of a system for informing workers about their rights and responsibilities in the field of labor protection, about the state of conditions and labor protection in the organization, at specific workplaces and measures to improve them, about adopted regulatory legal acts on labor protection;
- organization of labor protection training;
- promotion of labor safety issues.
2.2. In accordance with the main areas of activity, the labor protection office solves the following tasks:
- informing employees about new regulatory documents, methodological recommendations, manuals and other materials necessary for work on labor protection;
- introduction of new means and forms of training and promotion of labor protection;
- dissemination of best practices of organizations in the region and the Russian Federation in preventing industrial injuries and occupational morbidity;
- monitoring the effectiveness of training and propaganda.
2.3. In the labor protection office, labor protection activities are carried out, including those organized by joint actions of the head and other officials of the organization, the labor protection committee (commission), the labor protection service, authorized (trusted) persons for labor protection of trade unions or other representative representatives authorized by employees organs:
- seminars, lectures, conversations, meetings and consultations on labor protection issues;
- training in labor protection, including safe methods and techniques for performing work, the correct use of collective and individual protective equipment, issues of first (pre-hospital) medical aid;
- briefing on labor safety, thematic classes with employees who are required to have special knowledge of labor safety, testing knowledge of labor protection requirements for workers;
- organization of thematic exhibitions, expositions, stands, models and other forms of visual agitation and promotion of best practices in creating healthy and safe working conditions;
- analytical studies of the state of labor conditions and safety in the organization (workplaces), preparation of proposals for their improvement.
2.4. In the labor protection office, employees of the organization can familiarize themselves with information about:
- office work plans;
- schedules of briefings and training schedules on labor protection;
- orders and instructions on labor protection issues;
- violations of labor protection legislation;
- cases of industrial injuries and occupational diseases in the organization and measures taken to eliminate their causes;
- the state of conditions and labor protection in the organization and measures to improve them, as well as new documents, educational and methodological literature on labor protection, etc.
3.Organization of work of the labor protection office
3.1. The process of organizing the work of the labor protection office includes:
- compliance with the requirements that each organization determines taking into account its characteristics and priorities in the field of labor protection;
- availability of visits to the labor protection office by employees of the organization and their receipt of reliable information on labor protection issues.
3.2. The organization and management of the work of the labor protection office, including control functions, are assigned to the labor protection service of the organization (labor safety specialist).
3.3. Responsibility for organizing the work of the occupational safety office, including equipment, equipment and design, rests with the head of the occupational safety service (occupational safety specialist).
3.4. The direct practical work of the occupational safety office must be organized by a specialist (methodologist or person responsible for the work of the occupational safety office), subordinate to the head of the occupational safety service (occupational safety specialist).
3.5. The work of the occupational safety office is carried out in accordance with long-term and current plans (which are formed on the basis of an analysis of the state of occupational safety and the causes of injuries in the previous year), including the development of specific activities for a certain period, indicating the persons responsible for their implementation.
3.6. The work of the labor protection office may include the publication of special wall newspapers and bulletins reflecting the state of labor protection and safety in the departments (shops, sections) of the organization.
3.7. To carry out the activities implemented by the labor protection office, it is necessary to interact and participate in its work among the structural divisions and services of the organization.
4. Structure and content of the work of the labor protection office
4.1. The labor protection office involves the inclusion of three sections: educational, reference and methodological, information and exhibition.
4.2. The training section is intended for training on labor protection issues (conducting consultations) for workers and specialists of the organization.
The training section includes organizing and conducting:
- training and instruction on safe labor methods for workers, as well as students of educational institutions of higher and secondary vocational education, students of educational institutions of primary and secondary vocational education, secondary (complete) general and basic general education, undergoing practical training;
- training sessions on labor protection for workers and specialists of the organization;
- seminars, courses and thematic classes with workers who are required to have special knowledge on occupational safety;
- seminars on labor protection for employees, members of the labor protection committee (commission), authorized (trusted) persons for labor protection of trade unions or other representative bodies authorized by employees;
- periodic briefing and testing of employees’ knowledge on labor protection issues;
- consultations, lectures, conversations, screenings of films and videos promoting best practices in improving working conditions and safety;
- methodological and practical assistance to structural units (shops, production sites, departments, laboratories) in organizing work on labor protection.
4.3. The reference and methodological section represents the regulatory legal framework on labor protection: laws and other regulatory legal acts on labor protection adopted at the federal and regional levels, regulatory legal acts on labor protection of the organization; information on the management of labor protection in the organization, as well as general information on ensuring safe working conditions, including harmful and dangerous production factors, means of collective and individual protection, employee actions in the event of emergencies, accidents, etc.
4.4. The information and exhibition section is intended for organizing and holding:
- promoting safe methods and techniques for performing work, modern safe technologies, personal and collective protective equipment, achievements in the field of production organization, the use of new materials and other measures, the implementation of which helps improve working conditions in the organization;
- thematic exhibitions promoting best practices to reduce the level of industrial injuries and occupational diseases;
- competitions, days, months of labor protection, etc.
5. Requirements for the premises and equipment of the labor protection office
5.1. The labor protection office should be located in a separate specially equipped room, which is equipped with technical means, educational and visual aids, illustrative and information materials on labor protection
5.2. The room for placing the occupational safety cabinet must comply with the requirements of construction and sanitary norms and regulations; its area in accordance with SNiP 2.09.04-87 “Administrative and domestic buildings” is determined based on the number of employees in the organization: up to 1000 people - at least 24 square meters. m, over 1000 people. up to 3000 - 48 sq. m, over 3000 people. up to 5000 - 72 sq. m, over 5000 people. up to 10000 - 100 sq. m, over 10,000 people. up to 20,000 - 150 sq. m, over 20,000 people. - 200 sq. m.
5.3. The labor protection office must have natural and artificial lighting. Natural lighting in the office must be uniform and diffuse and comply with the requirements of SNiP “Natural and artificial lighting
5.4. The office must be provided with normal temperature conditions and the necessary air exchange.
5.5. The equipment of the labor protection office is determined by the composition of the sections and is formed on the basis of the information media used and planned for use, which can be printed materials, film, video and computer products, radio broadcasting programs, visual aids, etc.

General provisions of labor protection at the enterprise
The employer’s responsibility is to ensure a safe work process for workers and to create an effective labor protection management system at work - this is written in the Labor Code of the Russian Federation, Article 212.
