25 years of marriage, payments at the registry office

In mid-2021, Russian social networks and instant messengers were blown up by the news - the emergence of additional material support for pensioners. We were talking about an increase in the pensions of spouses who had been legally married for thirty years.

The length of marriage does not affect the amount of pension payments

Rumors or truth?

In fact, these are just rumors. At the federal level, such bonuses are not provided for, although such a possibility was indeed discussed in the Government.

There is no information in the federal legislative acts of Russia about additional monetary assistance for spousal experience. However, many elderly people do not believe in the refutation of rumors and turn to local branches of the Pension Fund of the Russian Federation in order to apply for an increase. This creates huge queues and significantly complicates the work of fund employees.

Many claim that they pay not only for 30 years, but also for 50, 60, 70 years of marriage. Rumor spreads through text and video. Craftsmen edited a video and faked the voice of an announcer from one of the leading federal channels. Scammers have also appeared in the western part of Russia who offer older people to write an application to the Pension Fund of the Russian Federation for money. Naturally, the fund refuses such an appeal, but by this time the fraudster has already disappeared without a trace. In the Amur region, while one of the pensioners was talking with such “specialists,” his apartment was robbed.

Is there an alternative

Regardless of the date of marriage, Russians have the right to take advantage of other compensation related to the status of spouses.

There is a program at the federal level, according to which married people can receive financial assistance.

Applicants must meet the following requirements:

  • officially registered family relationships;
  • spouses receive an old-age pension and do not work anywhere;
  • The amount of support received among family members differs by at least 2.5%.

In this case, the emphasis is on the fact that a person with a large income retains a relative who receives less money. The one who receives more has the status of the breadwinner, and the other spouse has the status of a dependent.

The fact of living together, running a household and the presence of common acquired property is also important.

A positive decision is made subject to proof of facts that the husband financially helps and takes care of his wife, or vice versa. The benefit supplement is assigned to the person who plays the role of breadwinner.

Question:

How many years must you be married to apply for this benefit?

Answer:

The duration of the marriage relationship in this case does not matter. Pensioners can live together for 3, 10 or 40 years. This does not affect the possibility of treatment or the amount of additional payments.

What you need to know when applying

The assignment of an allowance for a dependent is solely of an application nature. You should contact the territorial body of the pension fund. The special commission will consider the application and inform the applicant of the decision within a month.

Money for a long marriage in the regions

Cash payments for a long marriage still exist. But they are one-time in nature and are issued to permanent residents of St. Petersburg. This issue is regulated by St. Petersburg government decree No. 350 of November twenty-second, two thousand and eleven.

Additional payment for length of service in an official marriage by region

You shouldn’t rely too much on social benefits. Although people who want to receive it and believe in such a possibility can be understood. Low cost of living, quality of life does not meet expectations, I want to feel protected by the state. However, federal legislation does not provide for a one-time pension compensation for 30 years of marriage. The corresponding benefit can only be provided at the regional level. Everything is individual and has nuances.

Under what conditions is an additional payment to the pension made?

Is it possible to supplement the pension for 30 years of marriage between spouses?

In some regions of Russia, the authorities, on their own initiative, approve the decision to pay a premium for a long-term marriage. Or they offer an equivalent cash benefit unrelated to this period. Who has a chance of receiving a “pension bonus” depends on several conditions:

  • the amount of pension for spouses;
  • work or use only state benefits;
  • the couple runs a common household and owns property that they have acquired over the years of marriage;
  • region of residence.

Some regions of Russia began paying additional amounts to state support in 2017. Again, subject to certain factors: if the husband and wife do not work anywhere, and both have become old-age pensioners. If one spouse has a higher pension than the other by 2.5%. The one who has 2,500 rubles more is considered the breadwinner, and he has the right to receive an increase. The second spouse remains in dependent status.

Important!

For each married couple, the amount of the supplement is determined individually.

This is a legal bonus of federal significance, you can use it at your place of permanent residence. True, it’s worth taking care of this - come to the Pension Fund and write an application, attach to it statements of receipt of pension benefits with the amounts of transfers

In this case, it does not matter how long the couple lived in marriage - six months, 10 or 40 years

How much can you receive as a supplement to your pension?

Is it possible to supplement the pension for 30 years of marriage between spouses?

An example is St. Petersburg. The city government decided to provide one-time payments to citizens who have been in officially registered relationships for more than half a century. Significant family experience is supported by a decent amount:

  • 50 thousand rubles are received by residents of St. Petersburg who have been officially married for 50 years or more;
  • 60 thousand - those who walked hand in hand for 60 years;
  • 70 thousand rubles - for the lucky ones who have lived together for more than 70 years since their wedding day.

In Moscow, a one-time monetary reward is also awarded for an example of marital longevity. But the amount is significantly less than in the northern capital of the country. From January 1, 2018, it was doubled. Now it varies from 20 to 30 thousand rubles.

Interesting!

Some republics, in particular the Republic of Mordovia, honor couples who have lived in love and harmony for more than 25 years. They are awarded certificates, gifts, as well as the medal “For Love and Fidelity” for the spiritual and patriotic education of children and the preservation of family traditions.

Documents for registration

The surcharge will be established after all certificates are provided. You need to start small - go to the Pension Fund:

  • to clarify whether it is possible to receive an old-age benefit supplement in a region, territory, or republic;
  • write a corresponding statement if a regional payment is established;
  • present passports and a document of joint residence to the Pension Fund.

It remains to be seen that the law in support of long-term family unions will be adopted at the official level, and the provision of payments will fall on the federal budget. Social security will become more reliable and ubiquitous.

So, at present, the law of the Russian Federation does not financially allocate pensioners-spouses with 3 decades of experience. This is practiced in a very small number of regions, which will be reported to the Pension Fund. However, depending on where you live, you may be able to find the equivalent of a lump sum supplement to your living allowance.

Other cash supplements

There are other types of supplements and benefits that can improve the financial situation of pension certificate holders.

When calculating the monetary supplement, a constant value is taken into account - the estimated pension amount (RRP). RP is always a fixed amount. In two thousand and eighteen, the social pension itself was equal to 9 thousand 62 rubles.

Federal Law of December 15, 2001 N 166-FZ. Article 18. Amount of social pension for disabled citizens

By old age

Holders of pension certificates who have retired due to the age established by law (55 or 60 years) have the opportunity to apply for the following types of allowances.

  1. Those who received disabilities while performing combat missions. For the first disability group, an additional 300 percent of the RRP is paid, for the second - 250 percent and for the third - 175 percent.
  2. Disabled participants of the Second World War. The first group receives 250 percent of the RRP, the second - 200 percent and the third - 150 percent.
  3. Those with disabled status who lived in besieged Leningrad. 200 percent of the RRP - the first group, the second - 150 percent and the third - 100 percent.

The possibility of transferring the above-described additions to pensions is reflected in article sixteen of Law No. 4468-1 of February twelfth, one thousand nine hundred and ninety-three. The following three types of additional payments are made on the basis of Article 17 of the same law.

  1. For the care of a person who has reached the age of eighty or has a disability of the first group, 100 percent of the PPP is paid extra.
  2. Unemployed pensioners who provide for disabled relatives are paid an additional 32 percent of the PPP for one dependent, 64 percent for two and 100 percent for three. This type of increase is only made if the disabled dependent is not receiving any benefits.
  3. WWII participants who do not have disabilities. Receive 32 percent of the RRP until the age of eighty. Then this premium doubles and reaches 64 percent of the RRP.

For disabled people

Increases to the pensions of disabled people are regulated by the 24th article of Law No. 4468-1 of February 12, one thousand nine hundred and ninety-three. Disabled people of the first group and old people who are already eighty years old are paid 100 percent of the RRP. This money is intended for a person who cares for a pensioner. Unemployed citizens who have a disability of the first or second group and provide for dependents receive increases in pension payments:

  • one dependent - 32 percent of the RRP;
  • two - 64 percent;
  • three or more - one hundred percent.

If a disabled former soldier who was injured while performing combat missions reaches retirement age, he is entitled to a financial supplement - a full RP. In other words, such a citizen will receive a double pension.

To a family that has lost its breadwinner

100 percent of the RRP is accrued to disabled citizens whose relative who served as the breadwinner has died. Criteria for a pensioner:

  • must be a Russian citizen who has reached eighty years of age;
  • have a disability of the first group.

Thirty-two percent of the RRP is due to persons who have lost both a mother and a father or a single parent if they are:

  • children with official disabled status;
  • adults with disabilities, disabilities of the first or second group.

Additional payment for veterans

People who fought during the Great Patriotic War receive 32 percent of the calculated amount. The same allowance is given to childhood disabled people who became disabled as a result of combat during the BOB. Combat veterans' pensions are also increasing by 32 percent of the RRP. But only the following categories of former military personnel can receive this status:

  1. Citizens who served in Syria since the mid-15th century.
  2. Those who carried out military missions in Afghanistan in the years 79-89 of the 20th century.
  3. Members of military crews who participated in hostilities. In this case, the pensioner must have been injured or received a state-level award.
  4. Military pilots who served their duty in Afghanistan.
  5. Drivers of army vehicles who transported anything to Afghanistan.
  6. Members of the armed forces who participated in military operations of the CCCP after the end of the Second World War.
  7. Those who performed their duties were combatants from among the leadership of the Ministry of Internal Affairs, the Military Forces of the Russian Federation, etc.
  8. Ordinary soldiers of the Ministry of Internal Affairs, BC, etc., who performed their duties during hostilities.

The categories of veterans who are entitled to an additional payment to their pension are listed in Article 3 of the Federal Law “On Veterans”.

The following veterans receive 16 percent of the estimated pension:

  • who were not in the active army, but who served for at least six months during the BOB;
  • worked in 1941-1945 for at least six months;
  • those awarded for military service or selfless labor during the BOB.

Citizens who were born before December thirty-first, 1931 are not required to provide documents on military service or work.

A 32 percent bonus is given to Russians who were in places of forced detention, which were organized by the Nazis. These could be ghettos, concentration camps, etc.

People who lived in Leningrad during the siege of the city can count on an increase of 32 percent of the RRP

Allowances for awards

Article 45 of Law No. 4468-1 of February 12, 1993 provides for bonuses for several categories of pension certificate holders.

  1. For the honorary titles “Hero of the USSR” and “Hero of the Russian Federation”, monetary supplements equal to one hundred percent of the RRP are provided. Those who receive the “Glory” award receive the same monetary assistance. Heroes of Socialist Labor can count on half of the calculated pension payments. If a person has several awards, an addition is made for each of them. Thus, a citizen who has the order “Hero of the CCCP” and “Hero of Socialist Labor” will receive 150 percent of the RRP.
  2. Persons who take first, second or third place at international Olympic Games (Paralympic, Deaflympic, Winter Olympic, regular Olympic) receive half of the calculated pension amount.
  3. Russians who have received the honorary state award of the CCCP “Labor Glory” receive an increase of fifteen percent of their social pension. The same bonus is given to those awarded the Soviet military award at the state level “For Service to the Motherland in the BC CCCP”.

Additional payment for spouses

Spouses of retirement age can count on another type of bonus if one of them receives a larger pension than the other. In this case, the pensioner with a higher pension income is considered the breadwinner for the second dependent spouse. To receive additional support from the state, a couple must meet several criteria:

  • the marriage is officially registered;
  • spouses live together, own common property, and manage the household together;
  • both spouses have reached retirement age and both have received pensioner status;
  • both spouses are unemployed;
  • one spouse receives at least 2.5 percent more pension benefits than the other.

The extra money will go into the survivor's retirement account.

To receive this type of financial assistance from the state, spouses must be married. But it doesn't matter how long they've been married. The wedding could have taken place last year, or forty years ago.

To receive a supplement, contact your local branch of the Pension Fund of the Russian Federation. In addition to passports, you must have a set of documents with you:

  • certificate confirming the fact of marriage registration;
  • documents from housing authorities that prove that the spouses live in the same living space;
  • insurance for wife and husband;
  • documents on the presence and duration of work experience;
  • a written request, the form of which can be obtained from the department.

The amount of the supplement depends on whether pensioners have reached the age of eighty, whether they have a disability and, if so, what group.

A Pension Fund employee will tell you the exact amount of financial support.

In government circles, there was indeed a discussion about a bill to increase the pensions of citizens who have lived together legally married for thirty or more years. But such a law has not yet been adopted, and whether it will be adopted at all is unknown. Russian pensioners are entitled to other types of allowances. Some of them pay at the federal level, others at the regional level. In addition to cash payments, pensioners are provided with various benefits: when paying for utilities, in public transport, etc. Make sure that you receive all the benefits and allowances provided for by state and regional legislation.

Supplement to pension for marriage over 30 years

Family Law {amp}gt; Marriage {amp}gt; Supplement to pension for marriage over 30 years

In Russia, as you know, the standard of living is not high enough. This is especially true for people living on state social benefits.

That is why people often hear rumors about additional payments to pensions.

For example, the issue of a pension supplement for 30 years of marriage between spouses is now relevant.

The possibility (or impossibility) of receiving such a bonus depends on the following factors:

  • from the region of residence of the married couple;
  • on the amount of pension for each spouse;
  • pensioners work or live only on state benefits.

Go to the local branch of the Pension Fund and find out whether it is possible to receive a pension supplement in this region. If a regional allowance is provided, contact the Pension Fund with a corresponding application. Provide PF employees with a document confirming cohabitation and passports of both spouses. Provide information about whether either spouse works.

Important! The amount of the supplement will be determined individually for each married couple. In some regions, additional payments to pensioners have been practiced since 2021, but subject to several conditions:

In some regions, additional payments to pensioners have been practiced since 2021, but subject to several conditions:

  • if both spouses have received the status of an old-age pensioner;
  • both do not work anywhere;
  • one spouse's pension is 2.5% higher than the other.

Thus, the additional payment is received by the spouse whose pension amount is at least 2,500 rubles greater (he is considered the breadwinner); in this case, the second spouse receives dependent status.

To receive this bonus, spouses must contact the local Pension Fund office with an application and relevant documents.

Additional payment is made under the following conditions:

  • the spouses are legally married;
  • run a joint household;
  • own common property.

Important! There are no other grounds for issuing bonuses to retired spouses who have lived together for 30 years. In 2017, the municipal government of St. Petersburg decided to provide monetary incentives to citizens who have been officially married for 50 and 70 years

In 2021, the municipal government of St. Petersburg decided to provide monetary incentives to citizens who have been officially married for 50 and 70 years.

For such major wedding anniversaries, spouses living in St. Petersburg are entitled to a one-time cash payment. Spouses who celebrate 50 years of legal marriage can count on a cash gift from the municipality in the amount of 6,000 rubles.

In the future, every 5 years of marriage an additional thousand rubles will be added to this amount.

What documents are needed? You will need:

  • passports of both spouses;
  • passbook;
  • marriage certificate.

If the spouses cannot visit the registry office in person, then any acquaintance or relative who has presented the appropriate power of attorney (the form can be obtained in advance from the registry office) can receive money for them.

So, spouses who are pensioners of the Pension Fund of the Russian Federation do not pay extra for their marital service of more than 30 years. But if their monthly pension benefit differs by at least 2,500 rubles, then the spouse receiving the smallest pension can be considered a dependent.

The other half will have the right to receive a supplement to their insurance pension. If in a region of the Russian Federation there is such a regional allowance for pensioners, then hurry up to write an application to the Pension Fund to receive it (the spousal length of service can be any).
