Nothing and no one can replace maternal love, however, there are situations in life when a child is essentially cared for by strangers, and he does not feel deprived.
On the eve of International Children's Day (June 1), the Vitebsk News correspondent looked into the regional specialized Children's Home, which, by the way, is celebrating its 100th anniversary this year.
Help from “VV”: The institution dates back to the opening of the Infant Home on Volodarsky Street in Vitebsk in October 1918, where there were fifty children. In 1984, the Children's Home received specialized status.
Protecting children here is not just words, but daily painstaking and hard work. Social orphans and those without parental care are protected from feelings of uselessness, children recognized as being in a socially dangerous situation are protected from the possible fatal consequences of neglect by adults, they try to free disabled children from the shackles of illness, and they fight for their health and development. Children here are under the age of 3, and disabled children – up to 7 (from this year).
In a short period of time, doctors must examine newcomers and, if pathology is present, take maximum measures to remove the patient and give him a chance to live in a new family or return him to his parents.
Reasons and features of child abandonment
Our country provides a special procedure and specific reasons for abandoning children immediately after their birth. This process has one peculiarity.
From a legal point of view, abandonment of a child by a mother is impossible. She is not deprived of parental rights, but temporarily leaves the newborn in state care or consents to the adoption of the baby by other people.
The reasons for such an act may be different. Often financial difficulties become the main obstacle to happy motherhood.
Abandoned children in maternity hospitals are often left alone due to congenital diseases and disabilities. Young parents are afraid to take responsibility for raising such a child or understand the financial burden they will have to bear. In most cases, such children remain in maternity wards.
Another common reason for refusal is pressure from relatives, for example, if a child was born out of wedlock. Pressure from a man who does not want to become a father can also influence a mother's decision to refuse.
Registration of refusal
If such a difficult decision has been made, then a certain clearance process must be followed by both the father and mother. Giving up a child entails some legal procedures. However, they do not take much time and are carried out within the walls of the maternity ward.
First, the woman must write an application to abandon the child. A sample of such a document should be available in the maternity ward. The application is written to the head of the department in free form, but indicating the personal data and data of the child.
After the head of the maternity ward receives the application, he is obliged to notify the guardianship authorities about this.
The child’s father also has the right to raise him, so voluntary renunciation of paternity involves writing the same statement.
If a man is divorced from the child’s mother, but three hundred days have not passed since the divorce, then he is still automatically considered the father of the newborn and must write a waiver.

The further fate of the child after the parents’ refusal
Abandoned children still have a chance to return to their biological mom and dad for some time. The child's parents are given 6 months after the refusal to resolve their difficulties and take the child home. If this does not happen, then the father and mother are deprived of parental rights in court.
In any case, after discharge from the maternity hospital, the child is admitted to the pediatric department until he reaches 28 days of age.
While the child is in the hospital, he is fully examined and cared for by medical staff and volunteers. It is worth noting that caring hands are always in short supply, and volunteers are especially valuable in such situations.
If no pathologies or diseases are found in the child, he is transferred to an orphanage.
It is worth noting that in the matter of adopting such a child, priority is always given to relatives of the biological parents.

Surprisingly, the first word these children say is “mom.” How do they know this word? They just know that's all.
In the Vitebsk Regional Specialized Children's Home there are now about 150 children aged from birth to 4 years. Only two of them are orphans. The rest - those left without parental care, or in a socially dangerous situation, or disabled children - are from different parts of the region.
Most of the children come from the Orsha region and Vitebsk. 12 kids arrived here from the Vitebsk region. All of them (with the exception of one) are children of single mothers who have no means of subsistence and no desire to raise them, but who (in most cases) have a craving for alcohol.
Children end up here in different ways: some were abandoned, others were temporarily placed by their parents. As Elena Mizerkina, the head doctor of the orphanage, said, it happens that mothers at first actively visit such children, then they come less often, and then completely forget about them: “Something has just changed among people, priorities, life values... Young mothers do not always realize that A child is the greatest value for a woman.
Several children who arrived from the Vitebsk region were taken away from parents who cannot provide them with a decent life and are in need of state protection.
Their parents work at local enterprises and pay the expenses spent by the state on the maintenance of children. From the moment the children arrive in the orphanage, for 6 months, work is carried out with their families on an Interdepartmental Plan for the Protection of the Rights and Legitimate Interests of Children.
Anonymous childbirth and child abandonment
There are cases when a woman does not provide any documents. In such a situation, she is placed in a special department and has no contact with other women in labor.
If the mother left the child in the maternity hospital and simply left him, then the guardianship authorities are informed about this, and the child can be adopted immediately. His first and last name are assigned upon adoption, if it happens quickly. In the event that a child cannot be quickly handed over to adoptive parents, the child is given a name in the orphanage.
In the birth certificate of such children, a dash is placed in the column about mother and father.

Life in a baby house
To raise orphans under the age of three, our country provides orphanages. Babies are placed in a baby home immediately after pediatrics, at the age of about one month.
Care for small children is provided here by staff together with volunteers. This place serves as a kind of adaptation base, immediately after which non-adopted children end up in an orphanage.
The contents of this establishment are reminiscent of a kindergarten. All children are divided into groups, they are given developmental classes, and psychologists and pediatricians work with them.
While the child is in this institution, he has a greater chance of ending up in a foster family, since young children are more willing to be adopted.
In order to take a child from an orphanage or maternity hospital, you need to contact the guardianship authorities and familiarize yourself with the database of abandoned children.
Hospital children: how they help abandoned children in Bashkiria
Have you ever wondered where newborns who are abandoned by their mother end up? Where do children who are found unattended on the street go? Where do they take children if it is dangerous for them to stay in their own family?
Every abandoned person like this ends up in the hospital. There he undergoes a medical examination and most often remains for several weeks or even months before his future fate is determined. Funding from the state budget is not provided for “refuseniks”. There is no one to provide the baby with food, hygiene products and attention, which is so important for them. Children are left alone with their grief. We spoke with Salima Manuilova, coordinator of the “Hospital Children” program of the Our Children Charitable Foundation, about how we can help the abandoned crumbs .
Left child
“It was the program itself that chose me,” Salima modestly admits.
She says that her desire to help brought her to children. It was this desire that changed the life of both the girl herself and the hundreds of children who were able to help. – Salima, tell us how the Hospital Children program came about and how you became its coordinator?
– The program has existed since 2007. Then it looked different - a group of volunteers, consisting of mothers, collected diapers and carried them to the ward of refuseniks. Now children who are in the wards of refuseniks throughout the Republic of Bashkortostan are provided with diapers, hygiene products, food, and toys. In addition, nannies sit in the hospital around the clock with abandoned children. They also accompany those children who are admitted for surgery to Ufa hospitals from the Children's Home. I myself was not directly involved with charity. I once studied at the Faculty of Mathematics, then worked in sales, and moonlighted as an animator. I had a desire to be a little closer to the children, to help them. In 2012, I came to the Our Children Foundation as a volunteer, and then began to devote more and more time to this cause. Now I know each child by name and face. I am on duty personally and regularly enter the wards. I believe that the help provided to children will give them a chance for the future.
– Who is included in the program and under the concept of “refuseniks”?
– Most people are mistaken in thinking that refuseniks are those children abandoned by their parents. In fact, this is what all children without parents are called until their social status is established. The first and largest group are those who were taken from their families by guardianship authorities. The second is foundlings and foundlings from the street. The third group are children abandoned by their mother and father. The fourth group includes children whose parents have died or gone missing.
According to the law, the baby is kept in the hospital as long as government authorities carry out the procedures necessary to determine the future fate of such a child. This month, and sometimes two or three months, is like “nobody’s.”
Finding themselves locked in a hospital room, deprived of attention and communication, children experience extreme stress. To reduce it and mitigate the trauma of breaking up with their mother, a caring nanny must be with the kids at all times. In our program we protect children under 5 years old.
“A child needs a reliable and strong adult nearby”
– Why is it so important that there is an adult, caring person next to the baby?
– When a child is taken away from his mother, he experiences stress. He finds himself in an unfamiliar place. The child is scared, he does not know what is happening to him, he has no one to rely on. Psychologists say that at this time the baby experiences fear, comparable in intensity to the fear of death. Small children alone are completely incapable of life. For a person, a mother is a guarantee that he will survive. When his mother is not there, he experiences horror, which blocks all other mental reactions. As a result, he stops developing and experiences great physiological and psychological problems. We realized that abandoned children most need the support of an adult. In psychology this is called “Your own adult”. The child needs “His own adult” - a person on whom he could rely.
– What fate can await a child if he is left alone?
– If children are left alone, terrible things happen to them. Children who are left alone for a long time, whom no one approaches, who are not picked up, feel bad all the time. They don't know what to do to feel better and try to close the huge gaping hole in their chest in every possible way. The consequences of a break with the mother and subsequent forced isolation can be very serious, even mental retardation. This is why the presence of a nanny is so important.
– Can anyone become a nanny? Are any special skills needed? And who are these people who work for you now?
– We have eight nannies in our program. One nanny takes care of several children. We try to have the same people around the child. I am very proud of our nannies - they do not spare themselves and try to give everyone maximum warmth. Our nannies are people with medical and pedagogical education. There are those who have established themselves as amazing specialists who were able to take care of even a hopeless child.
Not everyone can become a volunteer. We don't let children in right away. First, a person takes tests and undergoes training. At this time we check that his intention is strong and real, and not just an impulse. What should be driving here is not pity, but a desire to help. It happens that a person comes, takes the child in his arms and just cries, and then leaves - this is impossible.
The child needs a reliable and strong adult nearby. You need to take into account many nuances so as not to harm, but to help. Therefore, all volunteers undergo training.
“He clings to this love like a lifeline.”
– What else is important to help a child?
“Really amazing things have happened before our eyes.” An unreal connection arose between nannies and children. Completely hopeless children passed through the ward. Or rather, they were considered completely hopeless. And one could watch how, thanks to a loving person, the baby blossomed literally before our eyes. The baby clings to this love like a lifeline, and at this moment he begins to feel better. In order for a little person to get out, warmth is very important. Our goal is not only to help at the moment. The main goal is to make sure that these children live in the hospital without physical and psychological losses, so that they feel better, so that later they have a better chance of finding an adoptive family. It is important that the little man gets out. We have examples where, after our program, children fell into loving hands. One day we adopted a boy who was very afraid of everyone at first. In two months he completely changed and began to trust people, became more contactable and did not withdraw into himself. The new family loved him and said that he was a very well-mannered and calm boy.
– What are your plans for the development of the program? What help is needed?
“Nowadays, we are mainly approached by those hospitals that already know about us. After all, a medical institution is a specific institution with its own rules; they cannot allow people “from the street” to work in their premises. Once upon a time, we entered our first 17th hospital this way - “from the street,” but now our partners say “thank you” to us and trust us.
We hope that after some time our nannies will work in all the hospitals in Ufa where children without parents are hospitalized.
And, of course, the program needs financial support. After all, assistance to children is carried out exclusively through donations from caring people. Therefore, in order for all the kids to be surrounded by care, everyone’s help is important, even if it’s small.
Information about babies for adoption. Where to look
As soon as the guardianship authorities receive information about a child abandoned by their parents, a case is opened against him, and the refusal is formalized further to the relevant authorities.
While abandoned children in maternity hospitals are sent to the hospital and remain there, the clinic and maternity hospital staff draw up a questionnaire where they enter all the child’s data, information about their health status, a description of their appearance and development, and attach a description and photo.
These questionnaires are stored in a common database of refusals, which is provided to potential guardians. A couple who decides to adopt can familiarize themselves with the children in the database, and then, after providing the necessary documents, get to know them personally.
Charitable foundations that provide support to orphanages have the same base. They can also help future parents with advice on the process of guardianship or adoption.
Rights and responsibilities of future parents
The candidate has the right:
- obtain all information regarding the child and whether he has relatives;
- conduct a medical examination of the child (under the supervision of an employee of the institution where he lives).
The candidate must:
- get to know the chosen child;
- get acquainted with his documents;
- obtain information about the child's condition.
If after the meeting, the potential parents do not agree to the proposed child, the search will continue. Otherwise, documents are submitted to the court to initiate the adoption procedure.
Why are newborn babies adopted more often?
It's no secret that young children are more likely to find a new home. This is due to many features.
Firstly, babies, according to potential parents, adapt more easily. They have not yet gotten used to the foundations of the old family, relatives, have not acquired habits and have not gotten used to the role of an abandoned child.
The next point is a lower risk of psychological trauma. The small child has not yet realized that he was abandoned by his parents, and he does not have any problems associated with this.
In addition, newborn children are easier to raise, immediately instilling in them the values of their family.
Another important reason for adopting infants is the desire to go through the entire journey of life with the child. This is especially important for parents who are unable to give birth for medical reasons. If the secret of adoption is kept, the child may not even suspect that he is step-born.
Medical examination of future guardians
Potential parents must be examined by several specialized specialists at a clinic in Ufa:
- therapist;
- psychiatrist;
- phthisiatrician;
- infectious disease specialist;
- narcologist.
You also need to do fluorography, be diagnosed for the Wasserman reaction, and be tested for HIV and hepatitis.

You can undergo a medical examination at any clinic licensed by the Ministry of Health of the Russian Federation to provide this type of service.
How to take a child from the maternity hospital for adoption
If you decide to adopt, then you need to be prepared for some nuances.
Many couples want to take a newborn child, so there is a waiting list for abandoned children in maternity hospitals.
The first thing you need to do is contact the guardianship and trusteeship authorities with a statement of desire to adopt a child. After this, a consultation will be scheduled, during which all the features and subtleties of the process will be explained, and a list of necessary documents will be issued.
Usually this is a certificate of health of the spouses, a certificate of income, property, characteristics of place of residence and work, a marriage certificate, photocopies of passports, birth certificates and other documents.
Only after submitting the entire list of papers can you familiarize yourself with the database of refuseniks and get to know the children personally. If future parents want to take care of only a newborn baby, they are put on a waiting list and reported about abandoned children in maternity hospitals as soon as this information reaches the guardianship authorities.
The process of collecting documents for adopting a child from an orphanage will be the same.

Every tenth couple in Russia, due to the inability to give birth and raise their children, is faced with the process of adopting a child from an orphanage. In practice, it has been shown that orphans become the closest to adoptive parents in a new family, they are loved the most, and adoptive parents receive a tremendous opportunity to become full-fledged parents. If you want to adopt a child, you can go to this site https://www.babyblog.ru/community/lenta_cat/adoption/13910. Adoption in Russia
For 12 years now, our website usynovite.ru has been helping children find a new home, parents, and faith in the future. And for guardians and adoptive parents - parental happiness and new family members.
Ufa! Does anyone know a good home for a baby? I want to take a newborn girl
This amount can increase to 100 thousand rubles if you are adopting children of a special category, which usually include:
- disabled people who have not reached the age of majority;
- the child is 7 years old;
- simultaneous adoption of 2 or more children;
Legal process Adoption legal proceedings are carried out behind closed doors. Only those people who are involved in the trial and related to the adoption can attend. There should be no strangers.
If the adoptive parents want to keep the adoption secret, then each participant signs a non-disclosure document. The court considers the case in the presence of the prosecutor, applicants, and guardianship authorities. By the way, the court can conduct the process without a representative of the orphanage.
The trial begins with a personal verification of each participant. The court makes a decision after the end of the case.
Requirements for adoptive parents
Of course, to get the opportunity to become the parent of a small child, you need to go through a serious selection process. Guardianship authorities must be sure that the child will be comfortable in the new family.
The first thing that possible parents of a conscientious objector should have is a permanent job or income from business activities. The amount of income should not be below the subsistence level. Parents must have the financial ability to provide their child with everything they need.
The living space must meet all the requirements for raising a child. Parents must have the means and conditions for a full and comfortable life for the child. A separate room, bathroom, hot water, room heating, as well as cleanliness - these are the main conditions for a child.
The couple should not have a criminal record, and the characteristics from the place of residence and work should be exclusively positive. Bad habits should also be absent. It is necessary to confirm that the future parents did not have problems with drugs, alcohol, or mental disorders.
In case of adoption of an infant, it is necessary to confirm the availability of free time to care for him.
The spouses must be in good health, which must be confirmed by medical certificates.
The candidates' compliance with all requirements will be carefully checked by the guardianship and trusteeship authorities during personal home visits, conversations and checks.

Guardianship or adoption
There is a big difference between these two concepts.
If a couple obtains custody of a child, their rights will be limited. For example, the child’s property, if any, remains with him. You can become a guardian only if the child is under fourteen years old; after this age, guardianship is issued.
Another feature in this case is that guardians will receive certain payments from the state, but will also be responsible to the guardianship authorities, which will control the family throughout the entire period of guardianship.
In the case of adoption, the child becomes a full member of the family on a par with natural children. The procedure for completing documents in this case is more responsible and complex, so the process lasts much longer. In addition, the benefit that is due in case of guardianship will not be paid upon adoption.
The moral and psychological difference is the fact that when adopted, the child does not feel like a stranger. He understands that his family fully accepts him as one of their own. In the case of a newborn child, only adoption can guarantee the secrecy of information that he is adopted.

Giving up a child is a difficult decision that is sometimes very difficult and painful. However, the problems of biological parents should not prevent a child from finding a loving family.
As of 2015, there were about 15 thousand children in orphanages waiting for their adoptive parents.
Today, the process of adopting a small child is very complex and lengthy. This is due to attempts to achieve the most comfortable conditions for the child’s future life. Parents must go through many interviews and tests before they can bring their child home.
Due to the desire to raise children from birth, the queue for refuseniks in maternity hospitals is very long and moves slowly. However, this does not stop married couples.
The happy laughter of a child is definitely worth waiting, going through interviews, collecting all the necessary papers and creating comfortable conditions.
