Comfortable living is difficult to imagine without electricity. It is necessary in any type of home, including a garden building for seasonal use. Of course, connection is primarily of concern to owners whose land plots have no electricity. According to the current legislation, connection is possible in two ways: through gardening non-profit partnerships and individually.

Since November 22, 2021, Resolution No. 1351 has been in effect, according to which the conditions for connecting to electrical networks on the territory of garden, country house and other similar non-profit partnerships have changed.
On January 1, 2021, Federal Law No. 217 came into force, which considers the program for consolidating SNT electric networks . According to the normative act, partnerships transfer them to the ownership of state or municipal bodies. Now these organizations are responsible for their modernization and repair. To transfer the networks to PJSC "MOESK", all members of the partnership presented the chairman with a certain package of documents before June 15. It is customary for debtors to be refused entry into the register and, as a result, their lights are turned off.
If a plot of land is located on the territory of a gardening community, but its owner is not a member of the organization, he has the right to connect to electricity through the infrastructure or individually. The method of technical connection is determined by the network organization. She is also entrusted with the responsibility for settling relations with third parties up to the boundaries of the site that houses the energy-receiving equipment of the end consumer.
If the connection of electrical networks is carried out collectively, the supplier extends the line to the boundaries of the partnership. The question of further ramifications falls on the shoulders of the participants, led by the chairman. Funding comes from membership fees.
As for the owners whose plots are located within non-profit partnerships, but they are not their members, they will have to personally contact the power grid directly.
The law provides for the constitutional right of every person to connect electricity to his home, regardless of his place of residence. Refusal is possible only in extreme cases when documents from the mandatory list or important data are missing in the submitted application.
Required documents
Before connecting electricity, you need to collect the necessary documentation and also submit the appropriate application. After completing these steps, you should contact your local power plant.
This organization issues the necessary permission to connect electricity.
In addition to the application, you will need the following documentation along with notarized copies:
- identity document and taxpayer identification code,
- certificate confirming the legal ownership of property,
- design of the land plot and electrical connection diagram for the future building,
- permission to construct a building to supply electricity to the site,
- description of the submitted documentation.
Important! When the required items are received, they must be sent by registered mail or other method. If something is missing, the authorized institution will be obliged to notify the applicant within six days.
It often happens that the RES asks to send the originals of some documents, this is explained by the need to confirm the information. The above list will be required in order to create technical connection conditions.
Without this, it will be impossible to connect electricity. The documentation should display technical information about the implementation of the event and take into account the features of the structures.
When the technical conditions are met, you can begin to connect the electrical networks. It is important to remember that technical specifications must be approved no later than two years from the time of creation.
In some situations, access to the site is not possible. The reasons may be specific technical conditions, as well as excessively high power network characteristics.
If the supply fails, the authorized organization is obliged to report this in writing. It is unlikely that anything can be corrected in such a situation.

Sometimes the question arises: why run the line individually if it is cheaper to do it through SNT? There are certain reasons for this:
- wear and tear of the partnerships’ equipment (often it has been used for 15 or even 20 years), which leads, as a consequence, to low actual power;
- presence of debtors - despite the fact that in 2021 changes were made to the current Resolution, according to which the chairman is given the right to turn off the lights for non-payment, sometimes it is easier to distribute the debt between the participants.
As a rule, these are the main reasons. Perhaps in each individual case there will be more.
How is electricity connected to SNT?
Despite the above reasons, connecting electricity directly to the partnership lines is a simpler option than in the case of an individual connection.
Note! With a collective connection, all major issues fall on the shoulders of the chairman. While with an individual one you will have to do everything yourself.
Electricity tariffs in SNT usually correspond to the prices set by the supplier. Additional expenses include payment for work on supplying power lines to your own site. In addition, you will need some equipment. The consumer will also have to buy it.
Purchasing special equipment will not cause large expenses. As a rule, this is a switch, cable and meter.
If the distance from the consumer point to the transformer booth exceeds 25 m, you will have to place a pole between them.
Connection procedure
Before submitting an application to connect a plot of land to electricity, you need to calculate the required power that all potential equipment on the territory will likely consume.
It is definitely worth taking into account the fact that in the future some equipment may be purchased additionally, so the power should be calculated with a margin.
Many people connect electricity to their garden plot only in the summer, without intending to use many electrical appliances.
However, if there are plans to apply to connect electricity to a plot of land for the construction of a permanent structure for the purpose of permanent residence, then the following possible additional electricity costs must be taken into account:
- connection of energy-intensive equipment for opening gates, barriers, garage doors,
- connection of automatic watering devices,
- connection of alarm systems, special devices to ensure the safety of residential buildings and territories,
- providing electricity to video surveillance devices in the occupied space,
- connecting equipment for heating water in the house or on the site (for example, a washing tank),
- provision of light lighting on the site,
- providing electricity to additional buildings.
How to abandon a plot of land so as not to pay taxes?
If the documentation with the technical characteristics of the electrical circuit and the equipment transmitting electricity is ready, it is worth starting to create a technical plan for the placement of electrical equipment and networks.
To create a plan that takes into account all the features of the objects located on the land plot, you need to contact the design organization that is responsible for such activities.
After the project has been approved, you should contact the energy supply organization to connect the site to the network, install the meter and seal it after performing the required technical actions.
After all the above work and approvals have been completed, you need to make sure that you have the following documents:
- confirming compliance with the required conditions for connecting electricity to the site,
- fixing the boundaries of the area that is to be connected to the electrical network,
- information about the maximum power of equipment, operational documentation,
- confirming the connection of the land plot to the electricity network using transmission equipment.

There are two methods of connecting to the network: overhead and underground.
Mechanism for connecting a plot of land to the electrical network:
- calling an employee to connect electrical equipment to the network,

- direct production of work,

It is worth knowing that it is not difficult to record the location of objects; this can be done independently and without the help of outside forces.
The main task of the selected design organization is not only to create a power supply scheme for the site and facilities on it, but also to coordinate the design documentation with utility services and other companies in a short time frame, since it will be difficult for the site owner to independently obtain the required permits and documentation.

Having taken the technical specifications, you need to go to an electrical goods store to make the appropriate purchases. Please note that if the meter is installed outdoors, you will have to additionally purchase a sealed box that will protect the device from exposure to natural phenomena. It must be installed on a support or external wall of the house.
Route the wires from the box to the distribution board, which is located in the house. Further actions are the responsibility of the network organization’s specialists. They have to connect the electricity from the pole to the switchboard as per the prescribed rules. The final stage of work is sealing the consumer's meter.
How is the connection made?
After the energy supply system for the site has been created, it will need to be coordinated with the network organization. This will require a visit from an inspector.
A specialist from a network organization carries out a visual inspection of the organized energy system, as well as testing it for operability. If its technical condition meets the established requirements, then proceed directly to the connection.
After all work is completed, the following acts are drawn up:
- on compliance with what is prescribed in the technical specifications;
- that the site is electrified;
- that the equipment has been checked;
- that the electricity consumption metering devices are approved for operation;
- about how responsibility for the operation of electrical equipment will be delineated.
After the connection work, an energy supply contract is concluded.
Transfer of SNT to individual contracts
It is worth noting right away that a direct contract for the power supply of the site with the supplier is not an obligation. This nuance is not enshrined in law, which means no one has the right to demand something similar from members of the non-profit community. However, many members of the partnership still prefer to enter into an individual agreement with a network organization.
Payment for electricity in SNT in 2021 is carried out by bank transfer. This requirement is already mandatory and enshrined in law. The utility payment goes to the organization's bank account.
Electrification of gardening societies
With regard to the electrification of garden non-profit partnerships (SNT), the legislation provides for a different procedure for technological connection to power grids.
Within the partnership, plot owners should not independently deal with the issue of electrification. In order to connect the light to the dacha in the gardening partnership, SNT holds a meeting of members, at which this issue is resolved. If a positive decision is made by a majority vote, the application to the grid organization is submitted by the chairman of SNT or an appointed representative of the partnership (clause 8(5) of the Rules for Technological Connection).
The supply of networks is not carried out to each site separately, but only to the boundaries of the partnership. The network infrastructure is created by the joint efforts of SNT members.
It will not be possible to provide electricity to the gardening partnership for free - in addition to the connection fee (550 rubles), each participant is assigned their own share of the costs for arranging the engineering infrastructure. As practice shows, such expenses amount to 28-35 thousand rubles per SNT member.
If the majority of the members of the partnership do not want to equip electrical networks, any of the owners of the plots have the right to independently enter into an agreement for the power supply of the plot in SNT. The partnership cannot prevent him from electrifying or charge him an additional fee for this.
The member of the partnership must understand that in this case he will bear all the costs of installing power lines and other infrastructure. Individual technological connection will cost much more.
Submitting documents to a network company
After collecting the necessary documents to conclude a direct contract with the supplier, you can transfer them to the network company in person, or use the services of the Russian Post or courier service. 30 days are allotted for consideration of the application, starting from the moment it is submitted along with a list of official papers. After which the contract with technical conditions is sent to the applicant for review. It must be signed by representatives of the network organization authorized in these matters.
Important! The electricity supplier enters into a contract with the consumer free of charge.
In turn, the subscriber reviews the contract within the same period, namely 30 days from the date of receipt. If the conditions are not acceptable, the consumer has the right to refuse to sign the document. The refusal must be justified in writing and sent to the supplier's address.
What steps are taken after submitting an application?
The network organization’s specialists will have 15 days to review the application. During this period, they must prepare a contract and send it to the consumer. The appendix will list the activities that will be required for technical connection to the power grid. The corresponding technological conditions are also attached.
IMPORTANT !!! If the organization refuses, then this refusal can be appealed, including in court. But only for unimportant reasons.
When the future subscriber receives the contract, he will have 30 days to sign it. During this month, you need to not only sign documents, but also design a power supply system for your land ownership. You can contact the desired network organization or private designers to prepare a project. On average in Russia, including in the Moscow region, the price ranges from 80 to 100 rubles per m2.
It is not necessary to prepare a project if a power plant with a capacity of up to 15 kW will be connected to electrical networks with a voltage of up to 20 kW. More powerful power plants on private land plots are prohibited. For a country house, a limitation on one-time electricity consumption may be introduced: no more than 6 kWh.
Connecting electricity to SNT
A certain procedure is provided. First of all, the consumer needs to contact the electricity supplier. You should first prepare a package of documents. You can write the application yourself or use the help of specialists. Additionally, the list of documents includes a power of attorney if all work is entrusted not to the owner of the site, but to his legal representative.
After receiving technical specifications from the supplier, the consumer sells them on their territory. The validity period does not exceed two years. As for compliance with technical conditions for the owner’s land plot, the responsibility for their implementation rests with the network organization.
If the distance to power grids is from 300 to 500 m, technological connection is carried out within six months. At a longer distance - within a year.
After connecting the electricity, a special act is drawn up, which, in particular, deals with the responsibility of the parties. Documents are issued to the consumer free of charge.
From July 1, 2021, there is a single-rate tariff for electricity consumption in SNT, amounting to 5.56 rubles/kWh.
Collective
Collective connection to power grids is more profitable than individual connection, which is expressed in the material component, as well as in terms of physical costs. Organizational work is transferred to an authorized representative - in a gardening partnership this is the chairman.
How to connect a site to electricity in SNT collectively? You will have to act as follows:
- Apply.
- Presentation of a diagram of the exact location of energy-receiving equipment located on the territory of community members.
- Copies of the connection decision and the ownership document.
- A copy of the charter.
Within 1 month, the list of papers is reviewed and the agreement on technological connection is sent to the consumer in two copies. The chairman signs one and hands it back to the supplier. The second copy remains with the consumer.
What regulatory documents regulate the connection of the site to the electrical network?
First of all, this is Federal Law No. 35-FZ “On Electric Power Industry” dated March 26, 2003. Article 26 of this law states that technological connection to power grid facilities is one-time in nature and is regulated by a decree of the Government of the Russian Federation.
The connection procedure itself is determined in the Government Decree that approved the Rules regulating the technological connection of power installations (No. 861 dated December 27, 2004).
On August 29, 2021, the Federal Antimonopoly Service, by order No. 1135/17, approved the Methodological Recommendations, which outline the procedure for determining fees for connecting to electrical networks. Getting permission
If the distance from the extreme boundaries of the site to the nearest electric pole does not exceed 25 m, there are usually no connection problems. If it is larger, you will most likely need to install another pole. Moreover, at the expense of the consumer.
After reviewing the documents, the network organization issues technical conditions to the owner of the land plot, on the basis of which he can easily connect electricity within his territory. This document is a permit to connect electrical networks.
Important! If for some reason the network organization fails to fulfill its obligations on time, it must notify the consumer about this and determine a new period for completing the work.
