Having figured out when to expect the summons to be served, it is useful to understand the nuances of conducting a conscription campaign.
So that the young man does not get confused at the military registration and enlistment office and knows a clear plan of his actions, he should familiarize himself with the procedure for carrying out the army event. The very first draft in the life of every young man will take place at the age of 16-17. The goal is registration. After passing the medical examination, a registration certificate is issued
The procedure for conscription into military service consists of several stages, the first of which is sending a summons to undergo a medical examination at the military registration and enlistment office. The military registration and enlistment office employee must hand it over personally to the guy, but this condition is often violated.
The document indicates the young man’s full name, his address, and the reason for the call. Then the largest stage will begin - the medical examination. Having appeared at the specified commissariat, the young man must undergo the following specialists:
- therapist;
- ENT;
- ophthalmologist;
- psychiatrist;
- neurologist;
- surgeon;
- dentist.
The procedure for conscription into the Russian army is regulated by the Federal Law “On Military Duty and Military Service”, the Regulations on Military Medical Examination and other documents. Diseases that prevent or limit the performance of duty to the Motherland are indicated in the “Schedule of Diseases”.
Independent doctors from district clinics are invited to examine conscripts. Everyone writes a conclusion on their own profile of work. The verdict on the suitability/unsuitability of a conscript is made at a meeting of the military medical commission (MMC), where they analyze medical reports and medical certificates and documents brought by the guy confirming the presence of any diagnosis (if any).
A serious deviation in health status in at least one medical specialization is a significant basis for restricting military service for persons undergoing a medical examination. Depending on the severity, course of the disease, the presence of complications and other signs, a fitness category is assigned:
- “A” – fully qualified;
- “B” – suitable with minor restrictions;
- “B” – limited use;
- “G” – transfer to the reserve;
- “D” – unfit for military service.

If controversial issues arise during the medical examination at the military registration and enlistment office, the young man may be sent for an additional medical examination to the clinic at his place of residence. The guy can also challenge the commission’s decision by sending an application to the highest military authority or to the court. Until a decision is made on the claim, the conscription campaign against the conscript is suspended.
A control medical examination (CME) is carried out at the military registration and enlistment office without the presence of the conscript (if he himself did not show up at the commission meeting due to disagreement with the decision).
The conscription procedure does not end there: in addition to physical health indicators, the commission is interested in marital status, living conditions, problems with the law, higher education, military registration degree, criminal record, etc. All this affects the outcome of the decision made.
After the final verdict is made, the young man will receive a summons indicating the commissariat where he needs to appear with his things. He will remain there until he is assigned to a military unit.
Who will be drafted into the army?
In accordance with Art. 22 of the Federal Law “On Military Duty and Military Service”, adult Russians who have not reached 27 years of age, are registered with the military and are not in the reserves are subject to compulsory conscription.
Young people who cannot serve for health reasons, those who have already served in the army or completed alternative civilian service, as well as those who have completed military service in another state are exempt from conscription. Young people with an academic degree have the right to be exempt from conscription. Also, the sons or brothers of military personnel who died during conscription service or who died after returning from the army due to injury or illness received during service may be exempt from compulsory service.
Citizens serving sentences in places of deprivation of liberty, as well as those sentenced to compulsory or correctional labor, are not conscripted into the army. A similar rule applies to those with an unexpunged or outstanding criminal record, those against whom an investigation is underway, and those whose criminal cases have already been transferred to court.
Autumn call: organization of the event
Officially, the start of each conscription campaign is carried out on the basis of the relevant Decrees of the President of the Russian Federation (as the Supreme Commander-in-Chief of the RF Armed Forces). This Decree, as a rule, is signed about a month before the start of the draft. It involves transferring to the reserve those military personnel whose service life has ended or is ending.
The content of the Presidential Decree is the target for the Ministry of Defense and other departments to ensure conscription activities. Further, the Ministry of Defense forms the corresponding internal orders for military commissariats.
Activities of the draft commission
The conscription is organized by military commissariats through their structural units located in all municipalities and constituent entities of the Russian Federation. The direct implementation of the entire complex of required activities is carried out by draft commissions created in municipal districts, urban districts and in the intracity territories of federal cities by the decision of the highest official of a constituent entity of the Russian Federation (governor, etc.) on the proposal of the military commissar.
In particular, the draft commission is charged with organizing medical examinations and professional psychological selection of citizens subject to conscription. Ultimately, one of the following decisions is made in relation to each of these citizens:
- about conscription for military service;
- on referral to alternative civil service;
- on granting a deferment from conscription for military service;
- on exemption from conscription for military service;
- about enrollment in the reserve;
- on exemption from military duty.
How to get to the autumn conscription
If a young man (fit for military service in health) has important personal motives for joining the army during the autumn conscription period, he should only decide on how he has planned for himself to receive an education. Only full-time education provides a deferment from conscription, and therefore working young people (both those not studying anywhere and those studying by correspondence) are subject to conscription on a general basis.
However, since 2021, changes in Russian legislation have been in force, allowing student conscripts to voluntarily refuse a deferment in favor of performing compulsory military service. This applies to students of higher and secondary vocational educational institutions, as well as graduate students. It is noteworthy that refusal to defer military conscription for child care or health reasons is still not allowed.
To refuse the deferment, students will need to come to their military registration and enlistment office at the beginning of the autumn conscription campaign and write a corresponding application. Next, all subsequent activities related to conscription will be assigned to them, including the proper registration of the suspension of training in order to continue it without problems after serving in the army.
There are no real statistics yet on how popular the right to voluntarily refuse deferment has turned out to be for students. But it should be borne in mind that the right to enter contract service instead of fixed-term service after graduating from higher and secondary vocational educational institutions applies only to certified specialists and requires them not one, but at least two years of service.
How to stay home during autumn conscription?
In modern Russia, there are quite a lot of grounds for young people to receive a deferment from conscription into the army. In addition to medical diagnoses, deferments and exemptions from conscription can be divided into three conditional groups:
- “social” - for example, due to guardians, single fathers or those with two or more children, or sons and siblings of military personnel who died during military service;
- “status-legal” - for citizens with a special legal status, both privileged (civil servants, deputies) and limited (persons under investigation or having an outstanding criminal record);
- “educational” - full-time students to obtain secondary general and/or vocational, as well as higher and postgraduate education.
In Russia, spring conscription begins on April 1
The conscription takes place under special conditions, adjusted for the pandemic; military units are subject to total disinfection; employees have been vaccinated. Everything has been done to eliminate any risks for recruits.

The trend of recent years: to the military registration and enlistment office not according to the principle “The Motherland said it is necessary,” but on a voluntary basis. A third-year student at the capital's MISiS Oleg Shumilov submitted documents to the Preobrazhensky Regiment and agreed on an academic leave. And he confessed to his beloved girl.
“I was hysterical, there were tears, but I calmed down.” I know what he wants, that he is interested in this area in the future, I’m happy for him, I supported him,” says Kristina Chubirkina.
– The army is a certain institution that develops a lot of qualities: masculinity, physical training. The core, says Oleg Shumilov.
To ensure that conscripts and loved ones do not have unnecessary worries, the Ministry of Defense did a lot of work this spring. First of all, for the total disinfection of military registration and enlistment offices, which is provided by the RCBZ troops. In addition, during last year’s recruitment campaigns, experience was gained in contactless work during a pandemic.
– To study recruits, we have to use telephone communication and video messages to prevent the guys from becoming infected. The employees have already become seasoned in this work, you understand that the infection is very severe and leaves its mark,” said Sergei Cherkov, acting military commissar of the Sverdlovsk region.
Conscripts are called in for inspection in small groups, where their temperature is checked and they are given masks and gloves. Military registration and enlistment office employees have already been vaccinated, and the vaccination schedule is planned in such a way as to ensure full immunity by the start of the campaign and eliminate risks for conscripts.
“This is necessary, it’s better than ending up in a hospital bed.” Quite a lot of people are sick. This is important,” said Elizaveta Gashenkova, head of the social services department of the military commissariat of the Samara region.
And recruits will have the opportunity to voluntarily get vaccinated against coronavirus at their place of service. After a COVID test and a mandatory two-week quarantine in small groups, a minimum number of conscripts needed to be isolated in case of emergency. These measures, however, did not affect the mood of those who were not afraid of the old tales about hardships and hardships. In addition, in the Armed Forces, as the Minister of Defense reported, the incidence rate is below the national average.

Moreover, both the terms and conditions of service are completely different now. And more and more people want to join the elite units, whose work has become visible thanks to the openness of the military department. The scientific companies of the Ministry of Defense, where a little more than 300 people will be sent, have a competition like entering a prestigious university.
– I am interested in medical technology in my specialty. Biotechnical systems and technologies. In the scientific company I will do essentially the same thing. I will be able to develop as a specialist in my field,” says Dmitry Derevyankin.
The call is scheduled to end in mid-July. The military emphasized that in this difficult time they will accommodate their place of service: some people don’t mind breaking out of their native nest, but for others it is important to be closer to home if they suddenly need help.
Autumn conscription in Russia: timing
Currently, conscription into the army is carried out twice a year during two seasonal conscription campaigns with fixed dates:
- spring (from April 1 to July 15);
- autumn (from October 1 to December 31).
Recruitment campaigns cannot be considered separately from each other, since these are links in one chain that make it possible to conduct accounting work and effectively change the personnel of military personnel. This is done in accordance with the designated draft plan, which in recent years has been about 130 thousand people in the spring and usually a little less in the fall.
The autumn conscription has some distinct features compared to the spring conscription
For most conscripts, this aspect is not particularly important, but for quite a few of them, such nuances may turn out to be not only useful, but also practically implementable in accordance with their planned life plans. Thus, the conscript’s body will have time to accumulate vitamins in advance (during the summer months and the beginning of autumn), which will allow him to better withstand the autumn-winter vitamin deficiency
It has been noted that service in winter is associated with an increase in depression. Psychologists believe that this period is best overcome at the very beginning of service, when the conscript is not yet mentally exhausted. Further service will be easier to perceive, as daylight hours will increase, and nature, revived in the spring, will also contribute to psychological comfort.
Conscription in the fall means that the soldier will also be demobilized in the fall. In memory of the army, he will have a warmer winter version of the military uniform. He is unlikely to wear it when going out, but on the farm it can serve for a long time. Finally, there is another significant practical benefit to the fall draft. As a rule, when leaving for the army (and upon returning), parents try to set a festive table, which will cost less in the fall, especially for those who have their own farm.
The fall draft may bring some inconvenience to those who decide to start studying at a university or technical school after serving in the army. Young people who have served do not have the opportunity, after demobilization, which occurred in the autumn-winter period, to immediately enter an educational institution since the academic year has already begun. But they are given the right to take preparatory courses for free at their chosen educational institution and thereby seriously increase their chances of successful admission next year.
When does the call start?
According to the Federal Law “On Military Duty and Military Service,” the autumn conscription begins on October 1. For residents of the Far North and other equivalent areas, the autumn conscription campaign starts on November 1. Its duration is one month shorter than in other territories of the Russian Federation.
This provision of the law applies to 53 municipalities (in the form of districts and cities of regional significance) of ten regions, which belong to the following constituent entities of the Russian Federation: the Komi Republic, Krasnoyarsk, Kamchatka and Perm territories, Amur, Irkutsk, Magadan and Sakhalin regions, as well as Yamalo- Nenets and Nenets Autonomous Okrugs.
When does the call end?
The autumn conscription campaign lasts exactly 3 months. Officially, the autumn conscription should end on December 31 for all military registration and enlistment offices in the country. Before this date, all military deployments, medical examinations and draft boards must be completed.
Deadlines for recruitment events
As mentioned above, conscription is carried out twice a year, in spring and autumn. Moreover, conscription ends in summer and winter, respectively. And so, until what date is conscription into the army carried out in 2021:
- Spring – until July 15;
- Autumn – until December 31.
Relatively speaking, spring conscription events continue until mid-summer, and autumn conscription events until the new year. This period is enough to notify conscripts with a summons to appear at the military commissariat, undergo a medical examination by young men, and be sent to the troops after gathering at a distribution point. Every year, about 130 thousand recruits are called up, who have to devote a year to protecting the interests of the Motherland.
Recruitment events begin in the spring on April 1, and in the fall on October 1.
From the military registration and enlistment office to the military unit
Within the time limits established by the Law for the conscription campaign, the young man is notified by a summons to appear at the military commissariat department to undergo a medical examination and commission. An important condition is the delivery of the notification personally to the citizen who is subject to conscription for military service in the Armed Forces (against signature).
Based on the results of a medical examination, the young person is assigned a category of fitness for service:
- A-category – conscripts with ideal health indicators;
- B-category - suitability with minor restrictions determining the type of military service;
- B-category – partial suitability, with the provision of a deferment for treatment;
- G-category – partial unfitness;
- Category D – absolute unfitness with the right not to undergo a second medical examination.
On the designated date and time, a conscript who has received medical categories A and B is required to report to the military administration authorities of dispatch to the assembly (recruitment) point from further deployment to the place of military service (to a specific military unit).
Conscripts are sent to the assembly point in an organized manner, accompanied by officers (warrant officers). Upon arrival, young men are placed in specialized premises. The recruiting station is equipped with sanitary and hygienic rooms (shower, toilet), a change house, and a small retail outlet. Hot meals are usually not provided.
As part of their stay at the assembly point, a number of events are provided for future soldiers:
- medical examination (if indicated - sanitary treatment and examination);
- fingerprint examination with registration of data in registration cards;
- educational work (lectures, conversations on the topic of discipline);
- issuance of uniforms (if necessary, adjustment to size);
- provision of clothing (mug, spoon, duffel bag, army travel case);
- issuance of a metal token with an individual number and a debit bank card (with the ability to replenish the account).
In parallel mode, conscripts undergo an individual interview with representatives of military units (“buyers”) who arrived at the recruiting station for young recruits. Based on the results of interviews and familiarization with personal affairs, the “buyers” recruit for their team.
Uniforms are issued to conscripts at the assembly point
Advance distribution of future soldiers among teams, types and branches of troops, and locations of military units is excluded. When the team is formed, the “buyer” receives documents for recruits from the collection point employees (lists, registration cards, medical reports, travel documents, individual clothing certificates).
The senior in rank has a command food certificate and a route sheet. During the journey to the location of the military unit, the team is provided with dry rations or IRP (individual food ration).
The time interval for a conscript to stay at the assembly point varies from several hours to several days (depending on the speed of team formation and the efficiency of the “buyers”). Before boarding the train, young people already have information about their destination and can tell their relatives on the way the name of the locality where the military unit is based.
Important! The day the team is sent from the recruiting station is considered the day of the beginning of compulsory military service in the ranks of the Armed Forces (AF) of the Russian Federation and acquiring the status of a military personnel.
The young man officially receives military serviceman status for the next 12 months. For military personnel under a contract, the countdown begins from the day the agreement (contract) is signed with the Ministry of Defense. Contract terms range from one to 10 years.
Call-up dates
A huge amount of information is circulating around the news about the change in the draft period. In fact, this is untrue and false information. As before, the conscription period for the Russian army is 12 months. Neither an increase to one and a half years, nor a reduction by 45 days is envisaged in the near future. This means that if a conscript left to serve on October 25, during the autumn conscription, it means that he will return on October 25 of the next year.
How do military commissariat and police officers catch conscripts on the street or at home?
When citizens evading service decide to lead a secret life from the military registration and enlistment office, additional police officers are involved. However, rumors about a police officer forcibly bringing a citizen to a military commissariat have no legal basis. All activities are carried out using a slightly different method.
The military commissar has the right to determine the level of punishment for failure to fulfill military obligations. The employees of the military commissariat are not directly involved in searching for draft dodgers. They only compile a list of all citizens who did not appear when summoned and submit it to the investigative committee. In this way, a base of draft dodgers is formed, and although they are not on the federal wanted list, it will not be difficult to establish their location.
Thus, “catching” conscripts on the street and at home has no legal status. The police are searching for evading citizens based on information that is received by the institutions following appropriate requests. However, if the search has achieved some success, then the maximum that the police officer has the right to is to serve a summons.
Note! No forceful measures are legal. Therefore, no one should be involved in catching draft dodgers and forcibly bringing them to the military registration and enlistment office, since the police and military registration and enlistment office employees only have the right to serve a summons
How does conscription work itself?
Such a list includes all citizens subject to military conscription and who have passed verification. That is, only young people fit for service who do not apply for a deferment or release are present at the meeting of the draft commission. Moreover, the first to be called to this process are citizens who have previously had deferments, that is, the most senior among their future colleagues.
Further, after appropriate preparation of the draft commission, citizens forced to appear at the meeting are sent a summons notifying them of the need to appear at the military commissariat. The summons is handed to the conscript either by an employee of the military commissariat, or by an authorized person at his work or educational institution.
After receiving a summons, which is handed no later than 3 days before the date on which it is necessary to appear at the commissariat, the conscript, if he is not a group I disabled person, must appear for the procedure independently at the place indicated in the summons and have all the necessary documents with him .
A citizen is also required to undergo a medical examination and psychological screening. They are carried out by employees of the military commissariat.
Based on the results of psychological selection, the personal and business qualities of a citizen are identified, and taking into account his education (level, focus and possibility of professional application), the specialist distributes young people in areas of future service.
For example, citizens with particularly outstanding moral and business qualities are sent to sensitive military units, and men with higher education are usually sent to educational units.
All decisions made by the commission on the issue of distributing conscripts in parts are recorded in the minutes of the meeting, and at the end of the working day it is signed by all members of the conscription commission, including its chairman.
On the personal file of each citizen and in the certificate, this is reflected in the corresponding entry of the secretary of the draft commission and is secured by the signature of the military commissar and seal.
Rights and responsibilities of a conscript
The autumn conscription into the army 2021, as well as the terms of conscription, do not differ from previous years. But it is necessary to understand that conscripts have their own responsibilities, and if they are not fulfilled, sanctions will follow. You should not run from the military registration and enlistment office all autumn and spring, this is fraught with consequences.
Starting in 2021, a law has been introduced that obliges you to appear at the military registration and enlistment office, even if the young person has not received a summons. Now, if you are of conscription age, and there are no reasons for a deferment, you must appear at the commissariat yourself during the autumn or spring conscription campaign in order to pass the commission.
Dodgers will first receive a verbal warning, and then an administrative penalty in the form of a fine of 500 rubles. Malicious evaders already face criminal prosecution with a fine of 200 thousand and possible imprisonment for up to 2 years. In any case, the lack of a military ID can create problems in later life in many areas.
As for rights, a conscript can appeal the decision of the draft commission. To do this, be sure to request a copy of the minutes of the meeting and write a statement to the court. It may be necessary to conduct an independent examination to obtain accurate health data. In any case, you can consult the hotline with specialists from the Ministry of Defense, who will be able to accept complaints and answer any question the conscript may have.
It is advisable to keep all documents in the originals and submit only copies to the military registration and enlistment office. This guarantees their safety.
How to use the right to refuse to appear at the military registration and enlistment office?
A citizen who refuses to appear at the military registration and enlistment office on a summons that orders him to appear at a medical commission or mobilization events may be subject to both administrative and criminal liability.
But in this situation, much depends on the type of document, which can be:
- Formal. Such subpoenas are sent to citizens to obtain clarifying information, for example, regarding their permanent place of residence or marital status. It is possible to ignore such subpoenas, but it is better not to do so in order to avoid difficulties later.
- Legal. This means that attendance is mandatory and such summonses require personal delivery, and the person liable for military service must personally sign the document confirming receipt of the summons. Such documents must be delivered by an authorized person and have their own delivery procedure.
When is the best time to sign a summons?
If a notice is given to a citizen incorrectly and illegally, then you can safely refuse to receive it and do not leave the signature anywhere. True, this fact of incorrect delivery of the summons will need to be proven in court.
Thus, how must the service of the summons proceed:
- Such an important document must be presented to the person liable for military service at the place of his work, place of residence or place of study. If there are no legal reasons for its delivery, for example, there is a certain mistake, then you should not accept the notice, much less leave your signature.
- If there are plans to serve a summons at a place of work or school, then only an authorized person has the right to do this.
- The summons must be delivered personally to the conscript citizen, and neither parents, nor close relatives, nor friends and acquaintances have the right to take part in such a process.
- In order for the summons to have legal force, the citizen must leave his signature on it. If it is not there, then this “piece of paper” has no legal force.
If a subpoena is carefully pushed through a crack in the front door or dropped into a mailbox, it is considered “improper notice.” You can completely ignore such an agenda. The summons cannot be sent by mail or registered mail; it must be delivered personally to the conscript.
How to use the right to refuse to appear?
Refusal of a summons, which is handed to a citizen according to all the rules, entails responsibility. It is possible to leave your signature on the document and accept the summons, but fail to come to the military commissariat at the appointed time for legal reasons.
Who will get a deferment?
Not all categories of citizens are drafted into the army along with everyone else. Recruitment deadlines are being extended:
- single fathers raising a minor child;
- guardians of minor brothers or sisters;
- belonging to fitness category G;
- husbands whose wife is more than 26 weeks pregnant;
- caring for incapacitated relatives;
- candidates for government positions;
- deputies of the State Duma;
- police officers with higher education and rank.
For conscripts studying in higher educational institutions and who did not have time to defend their diploma before July 15, the deferment will be until August 31. A deferment for a certain period can only be given by the draft commission. Usually military conscription is postponed for six months or a year.
Who is eligible for a health deferment?
Those persons who have exacerbations of chronic diseases are recognized as temporarily unfit for military service:
- endocrine system;
- organs of vision;
- gastrointestinal tract;
- genitourinary system;
- respiratory organs.
Young people with physical disabilities, genetic abnormalities, temporary mental disorders, and skin diseases are not included in the spring-autumn conscription. After treatment, if it was successful and the citizen’s health was restored, then the young man is sent to military service. If the medical commission finds serious deviations, then a deferment is given again.
Draft age in Russia
The age limits are counted from the conscript’s date of birth. Upon reaching 27 years of age, a young person automatically acquires the status of “not conscripted.” In a situation where a young man is 26 years old at the time of conscription and turns 27 in a few days, he is drafted into the army.
In 2021, young people born between 1992 and 2001 are called up for service. In case of war, the conscription age increases to 50 years. First of all, they attract males who have completed military service, have a white ticket, and are aged 18-35 at the time of conscription.
The legislation establishes a list of compelling reasons on the basis of which young people are exempted from service:
- restrictions due to health reasons, confirmed by medical documents;
- mastering military affairs at the military department while studying at a higher educational institution;
- performing alternative service;
- availability of a certificate of the military state system for conferring an academic degree;
- direct family connection with a serviceman (son, brother) who died in the line of duty or as a result of injuries received in the line of duty;
- serving a sentence in the form of arrest, community service, correctional labor, or other options for restricting freedom;
- having more than 3 children;
- permanent residence outside the Russian Federation;
- criminal record in biography.
There are no plans to extend the conscription age in 2021. There are no significant changes in legislation.
Is there a winter conscription?
Officially, such a concept does not exist. Many young people and their parents mistakenly call the autumn conscription winter. The confusion stems from the long period of the conscription campaign. In autumn it begins on October 1 and ends on December 31.
That is, it covers 1 winter month. A deferment is provided for teachers, agricultural workers are drafted into the army in the fall, but 15 days later. In the Far North, conscription begins on November 1, but also ends on December 31. In 2021, there are 2 conscription campaigns throughout the year - in spring and autumn.
When does the autumn conscription begin in 2021?
The conscription campaign is a set of activities carried out by executive authorities to send young men of military age for selection and transport of citizens to the place of service.
The beginning coincides with the official creation of a military commission, which should include military registration and enlistment office employees, medical workers, representatives of the education department, and public figures. During the year, there are 2 periods of the conscription campaign - spring or summer, autumn or winter.
The time frame is established by Federal Law No. 53. The official start of the conscription campaign begins after the signing of the Decree of the Supreme Commander-in-Chief, where the President of Russia determines the terms of the conscription period and possible changes.
If the law does not provide for any changes, the first conscription campaign in the spring starts on April 1, the second on October 1. The decree is signed in March, and internal orders for commissariats are formed through the ministry.
