Is it possible to laminate a child's birth certificate?

In the Russian Federation, there are documents that are immediately issued in laminated form - SNILS, driver's license, vehicle registration certificate and some others. Against this background, the question arises whether it is possible to laminate a child’s birth certificate, since this document does not have any protection from external influences. Whether to cover it with film or not, we will look into it further.

What is written in the law?

Until 2013, there was no law in Russia that dealt with the inadmissibility of laminating documents . That is why people en masse covered the document in film.

However, already in 2012, Federal Law No. 183 of November 12, 2012 came into force, which stipulates that in the case of lamination of a state registration certificate of a civil status act, including a birth certificate, the registry office authorities are obliged to issue a second certificate at the request of the person who applied.

A laminated birth certificate in 2021 is equivalent to damaged documents requiring replacement.

Before the adoption of this law, it was believed that:

  • lamination of documents, including a child’s birth certificate, is an authorized procedure;
  • a document processed in this way loses neither its force nor its authenticity.

The problems that arise for parents who submit their child’s birth certificate to government agencies are related to the impossibility of making the necessary marks on this document.

It is for this reason that many civil servants are unhappy with the fact that they are provided with documents in laminated form.

Legislation

The regulatory framework of the Russian Federation does not contain any prohibitions on laminating documents. Thus, they do not lose their own legal significance. Moreover, the specialized GOST, which regulates the safety of seal impressions with the state emblem, numbered P 51511-2001, indicates that in some cases it is allowed to laminate documents. For example, this is done if papers are submitted for archival storage.

Therefore, we can safely point out that:

  • The law does not prohibit laminating documents, including a certificate confirming the fact of the birth of a child;
  • There are also no rules according to which a certificate processed in this way loses its validity or authenticity;
  • Claims from civil servants primarily arise from the inability to make the legally required marks on such a birth document.

Despite this, conflicts still often arise between citizens and government officials. Therefore, it would be best to think carefully before laminating this important document. After all, when you have to spend time getting a duplicate to replace a damaged certificate, few people have the desire to argue with officials and prove that they are right - they want to leave the government corridors as soon as possible.

What marks can be put on a birth certificate?

Marks are placed only on the back of the document. This may be the following information:

  • citizenship stamp - placed if a child and his parents are going to cross the border;
  • information about the passport received (in Russia they receive it at the age of 14). When receiving a passport, a note to this effect must be made on the certificate;
  • a stamp confirming a change in registration (if you don’t have a passport yet, but the child is registered in a dormitory or studying at an educational institution).

Why can't a birth certificate be laminated?

This is not recommended for several reasons:

  1. Over time, the competent authorities put marks on the back of the document (a stamp indicating citizenship when traveling abroad, a note indicating receipt of a civil passport). Since it is not possible to physically mark a laminated document, it can be concluded that laminated certificates are prohibited for this reason.
  2. Notaries, lawyers, and specialists from other authorities where a birth certificate is submitted along with other documents often do not accept laminated documents for the reason that they cannot be sure that the document is genuine. It is impossible to verify the authenticity of a laminated document. So it turns out that people are refused and documents are not accepted.
  3. Border guards of other countries are distrustful and even suspicious of the laminated certificate. If the document is on film, it will be difficult for them to determine whether it is real or fake. After all, when laminated, the film changes the color of the print and text. For this reason, the competent authorities may refuse the person or send the document for a lengthy examination.

Documents that are better not to be glossed over: birth certificate, marriage or divorce certificate, adoption certificate, name change certificate, paternity certificate, death certificate.

If you are not sure whether it is really impossible or possible to laminate a child’s birth certificate, then it is better to contact the registry office with a request to clarify this issue.

There are many opinions about the legitimacy of children's metrics covered with a protective film. Some argue that the birth certificate was laminated for an additional fee directly at the registry office, which automatically relieves the parents of any responsibility for inappropriate handling of the documents. But the facts say otherwise. Paper covered with plastic is not accepted when replacing and obtaining a passport, both Russian and foreign, it cannot be stamped with citizenship or notarized, and it is problematic for a child to travel abroad with it. These are not all the difficulties that await the owner of a laminated metric.

How to remove lamination from a birth certificate?

Method one: using an iron

  1. You need to cut off the film around the perimeter of the entire document. In some cases, when lamination is of poor quality, the film is easily detached from the paper; even heat is not needed.
  2. Place the ironing board and place the laminated certificate on it, back side up (it’s better to try removing the film from the back first).
  3. Turn on the iron and set it to warm up, setting the switch to medium temperature (second position).
  4. Prepare a clean, thick, white cotton cloth.
  5. Cover the document with a cloth. Iron carefully, starting from the corner, not from the middle of the document.
  6. From time to time you need to try to pick up the tip of the film, and if it comes off, you can try to carefully remove it from the entire document.

This method of removing film from a document is very risky. It is important to heat the iron to the required temperature so that neither the film shrinks nor the letters on the document stick to the film.

It is also important to prepare the fabric of the required density so that the iron heats both the fabric and the film.

Method 2: using a hair dryer

What to do if the birth certificate is laminated, and the protective film urgently needs to be removed? You can use a hair dryer, as well as a regular razor blade.

The process of removing the glossy coating with a jet of hot air goes something like this:

  1. You need to turn on the hairdryer at maximum speed with warm air.
  2. Taking the certificate in one hand, direct a stream of air onto the document with the other hand.
  3. Hold the document as close to the paper as possible until the film begins to slide off.
  4. After this, you need to place the document on a hard surface, take a new sharp blade and carefully cut off the coating without touching the paper.

Method 3: turn to professionals

How to delaminate a birth certificate so that there are no traces of glue or film left on it? To do this, just turn to professionals.

In those centers and offices where a person laminates a document, they often provide a service for delaminating papers.

Therefore, you can safely contact such a center, where within a day, or maybe earlier, specialists will help bring the document to its original form.

They say a laminated birth certificate is invalid: what should I do?

If you are afraid to remove the film from the certificate yourself or do not know who to turn to for help, then it is better not to do anything with the document.

You can get out of the situation as follows: issue a duplicate certificate. Go to the registry office with an application for a duplicate.

Be sure to take the following documents with you:

  • passports of both parents (if the child’s birth certificate contains the details of both parents), as well as their copies;
  • application (you can write it on the spot according to the sample);
  • marriage certificate and its copy;
  • receipt of payment of the fee for issuing a duplicate certificate.

To obtain a duplicate of a child’s birth certificate, you will need to pay between 500-600 rubles, but you will not have to worry that they will not accept your documents, will not allow you to cross the border of another state, etc.

How to keep a birth certificate in its normal form?

There are several ways to save this document without tearing it or wearing it out:

  1. Place the document in a thick file, pin it in a plastic folder with the rest of the documents (so as not to wrinkle).
  2. Can the certificate be laminated? It’s not advisable, but if you really want to, do it only on the front side and leave the back untouched.
  3. You can buy a special cover for the certificate.
  4. Insert the document into the frame. This will not only protect the paper from damage, but will also give the document some symbolism.

The birth certificate of a child in 2021 is a thin sheet of A-4 format, which contains information about the baby and his parents.

Of course, if you store a document in its original form, it will soon quickly wear out and darken. That is why many parents try to laminate it.

But before you “gloss” this document, think a hundred times so that in the future you will not encounter problems: the refusal of border guards to allow a child to travel abroad, the refusal of civil servants to accept such a document.

Therefore, it is best to store the evidence in a file or special folder.
