Reasons for replacing a passport

There are also frequent cases of double surnames, when the surname of a spouse is added to the original one.
Changing your last name is a fairly compelling reason that is unlikely to be rejected by government services.
Registration rules
Many Russians have questions and concerns about what documents need to be changed when changing registration at their place of residence. Indeed, many basic documents contain an address corresponding to the previous place of registration.
What documents will be changed when changing registration
How to restore a passport if it is lost without registration? An example of the first situation is a person’s business trip, a person’s stay on vacation or as a guest. The first step is to obtain temporary registration in accordance with the Regulations of the Ministry of Internal Affairs, in particular Article No. 141, approved in 2021. The regulation obliges authorized employees to issue a belt document based on a submitted application written in free form. The validity period of the issued certificate is limited and is ten days. The applicant is required to fill out an application form in the correct form, indicating the reason for its need (in connection with travel to the place of residence).
- The validity period of the document has expired (10 years);
- the document was stolen or lost;
- the plastic document has been damaged, making it unreadable;
- there was a need to obtain another category;
- health restrictions have been opened or removed.
Replacement period
The legislation of the Russian Federation clearly establishes the deadlines within which it is necessary to provide documents to replace a passport. No more than 30 days should pass from the date of marriage registration if the bride’s surname was changed at the registry office (and the marriage certificate confirms this fact). This period is established by Government Decree No. 828 of 07/08/1997 , which communicates the provisions on the passport of a citizen of the Russian Federation. Being late will result in a fine in accordance with Article 19.15 of the Code of Administrative Offenses of the Russian Federation . Its amount varies depending on the location of the violation: in Moscow and St. Petersburg it is 5 thousand rubles, and in other cities – 3 thousand rubles. Two cases allow you to avoid a fine:
- the delay is insignificant;
- a significant delay has valid reasons, for example, a serious and long-term illness immediately after the wedding (in this case, it is necessary to provide documents that can prove that the reason is truly valid).
As for the procedure for replacing a passport, there are also deadlines here, indicated by paragraph 27 of the Administrative Regulations of the Ministry of Internal Affairs, which regulates the process of issuing and replacing a passport.
- If a woman expresses a desire to replace her passport in the city where she is registered, this procedure lasts 10 days.
- If the passport is changed when the surname is changed after marriage in another city, then the period is extended to 30 days.
This period starts from the moment the woman submits her application along with all relevant documents.
Delay in obtaining a passport is also not allowed. After a long wait, the case is transferred to the archive, and then the entire procedure for replacing the passport will have to be carried out again, from scratch.
How to change your passport at a location other than your place of registration
A citizen of the Russian Federation must be registered with migration authorities, which is an important fact when preparing a document. Legislative standards establish that you can change your passport at a place other than your permanent residence; it is enough to register temporarily. Failure to register for migration is an offence. As well as the person’s stay in the region beyond the established period.
Most often, the problem is mitigated by the requirement to document the justification in writing. Such a document will serve as evidence of an unlawful refusal when going to court. Since the regulations do not stipulate that a citizen can obtain a general civil passport only at the place of registration or must present a house register, this automatically implies the possibility of registration anywhere in the Russian Federation.

In this case, you will have to change both the insurance company and the compulsory medical insurance policy. List of required documents
The Administrative Regulations of the Ministry of Internal Affairs provide a complete list of required documents. This list includes the following official papers.
- An application containing a request to replace a passport. You can fill it out by hand or on a computer. You can download it in advance on the Internet, fill it out and bring it ready-made, or fill it out directly during the visit, since each UVM department has both forms and samples. Corrections are not allowed in the application, so it must be filled out carefully and carefully.
- Existing passport. It must contain a mark confirming the fact of the marriage.
- Marriage certificate. Both the woman's old and new surnames are indicated here. To submit an application, a copy of the certificate is sufficient, and its original must be presented to the UVM employee who will carry out the replacement procedure.
- A receipt proving the fact of payment of the state duty (for 2019 it is 300 rubles).
- 2 photos. Their size: 35x45 mm. They should reflect the woman's current appearance, the face should be positioned from the front. Photos with a headdress, as well as those where the face occupies less than 70% of the total area of the photo, are not allowed.
There are additional documents that may be needed in rare cases:
- Birth certificates for children under 14 years of age. Documents are required so that information about children can be included in the new passport. This is an optional procedure and is carried out at the request of the woman.
- Documents confirming the woman’s registration at her place of residence. They are required if your existing passport does not have the proper stamp.
Is it possible to get a passport without registration in another city?
In this case, the registration authority independently requests from state bodies, local government bodies information about the documents specified in paragraph five of this paragraph, and registers the citizen at the place of residence no later than 8 working days from the date of submission of the application for registration at the place of residence and the document identification document in accordance with the legislation of the Russian Federation.
- - old general passport;

The procedure for replacing a passport through State Services
In addition to physically visiting the relevant unit, it is possible to carry out this procedure electronically through State Services. This procedure is almost no different from the traditional one: the replacement period is given the same period of 30 days from the date of marriage. The main condition for performing this procedure is the presence of an activated account on the portal. Therefore, if you don’t have your own profile yet, you need to create one.
The procedure for replacing a passport electronically involves the following steps:
- Log in to the portal.
- Hover your mouse over the “Service Catalog” option. You just need to point, not click, for a new pop-up menu to appear.
- Select the “Passports” option from the pop-up menu.
- In the next pop-up window, select “Passport of a citizen of the Russian Federation.”
- Among the suggested reasons for replacement, select “Replacement of passport due to change of surname.”
- Carefully read the information provided about the provision of the selected service.
- Click on the “Get service” button.
- Fill out the application by entering the requested personal data.
The tips below will help you fill out the application correctly the first time.
- In the “Reasons for changing your passport” column, you need to select “Due to marriage.”
- The column “Previous personal data” will already be filled in automatically based on previous visits to the portal. If you wish, you can double-check them, but even if an error is detected, you will not be able to change anything, otherwise the system will perceive it as an attempt at fraud. Therefore, if errors were found in this column, you will have to physically visit the migration authorities to resolve this problem.
- Photo. It is necessary to take a photograph in advance so that the photograph is on the computer on which the application is filled out. You need to find this photo through the system and click on it so that it appears in the portal.
- Information about an existing passport is also filled in by default.
- Data to be replaced. Here it is necessary to indicate that only the last name changes, but the first and patronymic remain the same.
- Family status. Here you need to select the “married” option.
- International passport information. You need to confirm whether this document is available or not (if it is available, after changing your last name, it will also have to be replaced).
- Having another citizenship. If it exists, it must be reported. Otherwise, you need to click on the “No” option.
- Children under 14 years old. The principle here is the same as in the previous paragraph. If there are children, you need to tell them in detail. Otherwise, the “No” button is selected.
- Information about parents. You must provide the exact information requested by the system.
- Type of appeal. Here you need to choose at which location the application is being made: at the place of permanent registration, at the place of temporary registration or at the place of actual location.
- Selecting a unit. Here you should select the department of the Ministry of Internal Affairs that is located nearby. This is where you will need to go to get your completed passport.
- Consent to the processing of personal data. Here you need to click on the “Agree” option.
When the application is completely filled out, you need to click on the “Submit” button. After some time, the applicant will receive a message by email that the application is under consideration.
You can pay the fee either by physically visiting the bank, or electronically, for example, on the State Services portal. Payment on the site provides a 30% discount, which is very profitable.
Three payment methods are accepted:
- by bank card through a mobile bank (for example, Sberbank Online);
- WebMoney;
- via mobile phone.
Is it possible to change documents after getting married in another city?
The procedure for obtaining a passport is standard: a person comes to the Federal Migration Service with all the necessary documents, writes an application, pays the state fee, after receiving the papers, the passport office employee will indicate the date when the document will be ready. While a new document is being prepared, a citizen can, upon request, be issued a temporary identity card.
This paper may become the basis for appealing to the judicial authorities due to the unlawful actions of employees of the Federal Migration Service or the MFC. The law does not indicate anywhere that in order to obtain or replace a passport you can apply only at the place of permanent registration, so we can conclude that changing your passport is allowed anywhere in the Russian Federation.
Replacement of passport through MFC
The Multifunctional Center is another institution where you can change your passport if you change your last name after marriage. This process involves the following steps:
- Search for this service in the MFC of your city. You can find out whether the institution provides this service on the website.
- Make an appointment to visit the MFC, if the required service is provided.
- Preliminary preparation of necessary documents.
- Filling out an application.
- Submitting the application and documents to the MFC employee.

How to change your passport in another city other than your place of registration

Where to go if you lost your passport in another city? To restore or replace a document, you must go to the Federal Migration Service in the locality where the problem occurred. An unpleasant surprise for a person who is forced to renew a passport in another city will be the deadline - 1 month (if this is done by registration, then the replacement period is 10 days, in another region the maximum period is a month, the procedure for urgent replacement is not provided for in the law of the Russian Federation) . If there is no registration at all
In 2021, in order to change your passport, you do not have to be at your place of registration; to do this, you can contact the territorial branch of the Federal Migration Service of the Russian Federation or the Multifunctional Center at your place of residence with the necessary package of documents.
You can also submit an electronic application to replace your Russian passport through the government services portal gosulugi.ru. Your application will be verified, and after paying the state fee, you will be invited to the department of the Main Directorate of the Ministry of Internal Affairs to submit documents. An employee of the Ministry of Internal Affairs will check the documents and inform you about the deadline for the passport to be ready.
What documents need to be reissued after changing your last name?
Legislation and standard contracts for the supply of energy resources do not provide for the obligation to notify a change of name of the management organization, the board of a partnership or cooperative (hereinafter referred to as the management company). However, the owner of the residential premises should still check the contract. It may stipulate the obligation to notify the management company about a change in surname, the procedure for such notification (term, list of documents) and the consequences of violating this condition.
