How to apply for child care benefits up to 1.5 years old

Both the baby's mother and father can apply for a monthly benefit, paid until the child reaches one and a half years of age, provided that he is caring for the mother. A parent who is officially employed submits documents to receive monthly benefits to the accounting department of his employer. The amount of such payments should not exceed 40% of the employee’s average monthly salary.

If the mother of a baby loses her job while on maternity leave, or if her organization was liquidated, she has the right to apply to a government agency to receive compensation payments. The decision on the possibility of providing payments and the amount is made by the Social Security Administration of the locality where the woman lives.

However, the need for benefits will be assessed in a comprehensive manner - social services will conduct a so-called “comprehensive needs assessment”. Thus, a family with an income less than the subsistence level per person can be recognized as needy if its members own no more than one apartment or one residential building between them . If there are more real estate objects, then square meters will be taken into account: up to 24 sq. m apartment or up to 40 sq. m of residential building per family member. Shares of less than 1/3 of housing, premises unsuitable for habitation or provided to a large family as a support measure are not taken into account.

Also not taken into account are residential premises occupied by the applicant and (or) a member of his family suffering from a severe form of chronic disease, in which it is impossible for citizens to live together in the same premises.

Land plots are also taken into account: families who own no more than 25 acres in cities or one hectare in rural areas are eligible to receive benefits. An exception is if the land was received as part of social support or it is a “Far Eastern hectare”.

The property may also have one non-residential premises, one summer house and one garage or parking space (two for families with many children and parents of a disabled child).

With an appropriate monthly income, a family will be considered needy if it has only one car . Two cars - if the family has many children or one of the family members has a disability. However, the benefit will be denied if the car engine is more powerful than 250 hp. s., and he himself is younger than five years old. An exception is if there are four children in the family and there are more than 5 seats in the car. You can also own one motorcycle (two if the family has many children or one of the family members has a disability).

In addition, when assigning a payment, attention will be paid to the family’s savings : a family in which the annual income from interest on deposits exceeds the average Russian subsistence level will not be recognized as needy.

It is especially noted that this measure is of an application nature - the payment is assigned for 12 months , then you will need to submit an application again.

Only children aged 8 to 17 years are entitled to the payment; if the child turns 17, he will no longer receive the payment.

As the Ministry of Labor clarified, most information for receiving benefits will be checked automatically ; no additional certificates will be required. The application can be filled out on the State Services portal or you can apply for payment at the Pension Fund branches in person.

All requirements for payment are already specified in the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation,” which is published on the official legal information portal - payments for children from 8 to 17 years old are stated in Art. 10 of the Law.
